I think you might certainly do this with Human UI, If you check the lesson Creating custom display shapes for diagrams you'll see that when you are defining your section shape properties Jaime is only using one color swatch for the whole section.

I'm thinking if you can create a list structure that separate those section shapes by program and then instead of feeding only one color swatch create a list of multiple swatches that match your program color scheme you should be able to have a section with multiple colors.
