Hi , I unable to understand why the seam component was used in this definition.

Hi Rahul!
The seam is the place where the start and end point meet from a closed curve or polyline. In other words, a closed curve/polyline is nothing more than a curve where the start and end point are the same. This component lets you change where the seam (or the start/end-point) from this curve is located.
I believe Rodrigo used the seam component to move the seam to the bottom to have the same starting point for both circles when he starts using the evaluate curve component @6.20.
